1938 թվականին ավարտել է Լոնդոնի տնտեսագիտության և քաղաքական գիտությունների դպրոցը, բակալավրի աստիճանով։ Նույն տեղում 1963 թվականին ստացել է մագիստրոսի, այնուհետև` նաև դոկտորի աստիճան։

1933-1935 թվականներին աշխատել է սոլիսիտորական ընկերությունում։ 1939 թվականին սկսել է բարիստերի գործունեությունը։

1941-1945 թվականներին եղել է Լեյբորիստական կուսակցության քաղաքական ու տնտեսական պլանավորման տնօրեն, իսկ 1945-1951 թվականներին` դրա հետաքննական բաժնի քարտուղարը։

Լոնդոնի հասարակական հետազոտությունների ինստիտուտի հիմնադիրն է և առաջին տնօրենը (1953-2001 թվականներ)։

1961-1966 թվականներին աշխատակցել է Քեմբրիջի համալսարանին, 1961-1963 թվականներին եղել է սոցիոլոգիայի դասախոս։ 1989-1992 թվականներին եղել է Բիրբեքի համալսարանի նախագահ։

Ամուսնացած է եղել երեք անգամ, ունեցել է հինգ երեխա։ Մահացել է 86 տարեկանում, երկարատև հիվանդությունից հետո։

Շեֆիլդի (1965), Ադելաիդայի (1974) և Քիլի (1991) համալսարանների լեզվաբանության պատվավոր դոկտոր է։ Էքսետերի համալսարանի իրավունքի պատվավոր դոկտոր է (1982)։
